You can only download it if you have a full Pro license. It's generally not available any more.

Yes, as kradcliffesaid, VirtualDJ 7 is not available to the general public anymore, but if you had 7 installed on your computer, you can run the old 7 skins in VirtualDJ 8 by copying them to the skins folder for V8 from the V7 skins folder.

Pro license or subscription will also allow you to download old skins from old site directly and manually install them "old style"

For instance, I have VirtualDJ 7 on a hard drive from an old laptop, and I copied the skins from VirtualDJ 7 to my skins folder for VirtualDJ 8, and the 7 skins run just fine.
