I guess it doesn't get updated when using the auto updates, because that just updates the software.
It should however be updated (like default skins) when downloading the full install. Whether it ever has been, I don't know...

Absolutely. Any enhancements or changes in the software should result in the downloadable manual being updated at the same time.

Doesn't look like it.
I just downloaded (what should be) the latest manual from the link in the wiki, and a new command [useKeyFromTag] which was added Dec 2015 is not in there.
In fact if I search the wiki for useKeyFromTag all that comes up is an Italian page listing the builds.
