Hi, virtual DJ skin 4 decks , decks 3 and 4 "video" doesn't work, I have virtual DJ Pro 8 in an win 10 PC, what could be the problem?

VirtualDJ mixes video between the LEFT and RIGHT selected decks.
So if you want to have deck 3 video mixing with deck 2 video, you need to set deck 3 as LEFT using the LEFT buttons on the decks.
alternatively, you can use the Video Crossfader Assign buttons (the ones next to the Video Crossfader in the VIDEO panel to define which deck is assigned as Left/Right for the Video crossfader.
So if you want to have deck 3 video mixing with deck 2 video, you need to set deck 3 as LEFT using the LEFT buttons on the decks.
