Well, in his case specifically it might work, since he is the one making the incorrect encodings.
So assuming he used the default settings for the mp3 encoder he used, then it is indeed possible to detect it this way, since most mp3 encoders have a cut-off frequency set based on the selected bit-rate.
(As pointed out, it is indeed no general solution, since it is possible to force the mp3 encoder to try and encode high frequencies anyway, even at low bitrates)

groovindj i know that, i just want to change lower than 17,500khz (192kbps)
all 192, is good sound but 160 is bad sound, some is look like good but not in a big sound system
between 17khz and 20khz it's ok
