This is driving me crazy since re-installing VDJ there os no option to create a new playlist in "Local Music" I'm using the most up to date Vanced skin when changing skins there still is no option to create a new playlist. When I click the
"+" button on the left side of the files all I get is the option to give current playlists a new icon.

The changes are covered in the manual. There have also been several posts about the changes on the forum.

playlists are now mostly supposed to be in the MyLists folder.
To create a new one, just click on the text "click here to create a list" that is shown instead of files when you select the MyLists folder. (or right-click and select "add list").
If you really want to keep your lists under local music, you can easily just drag and drop them from MyLists to LocalMusic
