Can anyone see benefit in being able to use the scroll wheel on a mouse to adjust whatever the cursor is over in definable increments?

Yeah, it's much closer to an analog control knob than moving the mouse up an down is.
Perhaps, if the object is clicked upon by the middle button, it could become "activated" by the scroll wheel, and while other tasks are performed with the mouse, the wheel could still affect only the "activated" control? That way, one could do two things at once with the mouse.
