I am sure many on here know how to build websites, but a friendly community where you can ask many Web questions is:
www.webdeveloper.com but I would try to learn a bit myself first before you ask questions every step.

There are many hosts, that have features to build web pages for you. So if you not HTML savy, you can use a wizard to build your page.

You could always get a book... there are so many in this category, just visit a book store.

Some self-learning sites:
http://en.selfhtml.org/
http://www.bravenet.com
http://www.w3schools.com/
http://build-website.com

Here is what I mean with a WebSite Builder:
http://www.websitewizard.com/wizard_properties.html

Here is some freeware software that will help you make websites:
HTML for Beginners: http://www.snapfiles.com/Freeware/webpublish/fwwysiwyg.html

on Snapfiles you can find a lot more Web Publishing Software, just have a look around:
http://www.snapfiles.com/freeware/.

If you are familiar with Word, then you could use Microsoft Front Page, where you can design and see the code. It let's you easily switch Code to Preview. You can type, change font, insert picture like in Word and you will see the code.

Front Page is now Microsoft Web Designer, and there is a free beta at:
http://www.microsoft.com/products/expression/

I have been web developing for quite some time, so you more than welcome to pm me or add me to your messenger if you have questions. I'm Joachim_Joe on webdeveloper.com.

If you really want to learn how to design a website invest some money on Macromedia Studio 8. It has all the professional software you need to get started plus tutorials that will walk you step by step on how to use the software. The pro's use it because of its ease and what you can do with it, especially when you get to the Flash stuff.

See it at www.adobe.com

Using a content management system (CMS) you won't need to learn HTML and managing HTML programs and such. You only need your web browser.. There are lots of free CMS solutions out there, personally I've bought one from http://www.subdreamer.com/
demo of its CMS: http://207.58.146.246/sdcms_demo/
My site (in swedish :) http://www.antileon.se

What you need:
> web service provider (where to store your site, domain name)
> your website, either html-based or a php-based CMS
> FTP client to upload your stuff

good luck!

The Macromedia Suite is great, but I would not recommend it for beginners. To get into web design I'd use an easier tool and later advance to Dreamweaver. If you have never designed a site, you first need to see how a WYSIWYG application develops code. Dreamweaver does that, but the GUI is a little more complicated, then say Front Page. There are free HTML learning tutorials, which I would start with. That's is, if you would like to learn the HTML (XHTML) language.

If you don't care for coding, you can start with any WYSIWYG application.

Also have a look at: http://webdesign.about.com/.

I highly recommend hiring a professional to do your website. If you are brand new to HTML, it will take a lot of time to experiment with different website development tools, find out which one you like, design your site, redesign your site, and re-redesign your site. Unless you really enjoy HTML (ugh) just hire a professional service. They do great work, and you don't have to take days to learn to code a site. The time you save will be well worth it, and you will a have finished professional site instead of and amature site. Would you want a guy who has never designed a stie before to make your professional site - heck no - yet so many people do this. The only reason I do my site is because I love programming, it's very relaxing to me. But after I get my site looking the way I want it to, I'll still take it to a pro and ask them to tweak it.

just my 2 cents

ps. If you want to do it yourself, I recommend Microsoft Frontpage. NOT because it is the best or easiest to use. I recommend it because all the other programs are designed for professional use. It assumes you are creating all your own images, graphics, and buttons in other ways. Microsoft Frontpage has the most images, graphics, buttons, and templates. I personally think Dreamweaver is best for coding, but it offers no help with content. Frontpage is the best place to start just for that fact.

You should look into a different professional service. I have never heard of a company that ONLY offers a flat update fee package. Every professional service I've seen usually offer several packages. Their most expensive package would be the one where they desing and code the site - and then update it for you for a fee (like the one you described). The less expensive packages would be the one where they design it, and then give you the source code so you can update it. There are tons of programs designed specifically for just updating a professionally designed site (Adobe Contribute comes to mind). Shop around and see what you find. Try calling your ISP - they might be able to recommend a local web desing company.

Always remember - YOU are the customer here. It is the job of the professional to listen to the customer and create a solution. It sounds like you want a simple site - well designed - easy to update yourself. This is not uncommon. If your professional tries to TELL you what you want instead of LISTENING to what you want, then find another. Lot's of fish in the sea on this one.
