What exactly does this mean and how do I do it?

I think he have 2 seperate OS's installed on his computer. And one of them is consisting of only the OS itself and VDJ - and nothing else. It is one way of setting up a more DEDICATED system for a specific need (VDJ for instance).
The other installed OS consists of the OS, other installed aplications etc.. and the more stuff installed - the more juice is required.
Another way of setting up a DEDICATED system is to set up 2 HARDWARE PROFILES (currently you have 1), and then choose what services that should run on each profile. (services takes juice) On boot you can then choose wich profile to boot (similar way as having 2 OS's installed you're also able to choose which one to load. The later choice doesn't require 2 installed OS's, but is not as good as installing 2 seperate OS's though...
In order to install 2 OS's. the best way is to partition up seperate hardware partitions to place them on.
There are lots of info in how to set up 2 OS's on 1 computer. I found one forum thread that might help you:

P.S If you've never done this before, i'd suggest you to do some reading and BACKUP your stuff before starting D.S
