Can someone please exlpain why since ver 4 came out there is 2 databases?
In ver 4 we have database XML and database(user name) xml.
Whereas in previous versions we only had database xml.
Also 2 sample files (Sample and sampler). Which means our previous are not showing up in ver 4. So does that mean we have to move them from sample folder to sampler folder.

That is that way because every user of Windows can have it's own database (user with different account/login). You just put your old/previous version database and it will automatically generate a new one with your login name with all the comments/bpm preserved.
About the samples, you are correct, new name for Sampler folder, just put them inside and thats it.

What if i want to have the same database for two user accounts? Is it possible or do you have to do it manually every time?

I never tried because I am the only user of my setup, but you can try and see what happens.
