i would like to use hot cues to sample but also be able to keep my timing when doing chopped & screwed style mixes.
is it possible to have one pad trigger hot cues on both decks regardless of slider position?

Hot cues are for decks, but yes, simply by putting deck in front, like:
deck 1 hot_cue 1 & deck 2 hot_cue 1
That will trigger hotcues 1 on decks 1 and 2 at the same time (if they have already been set - if not it will set them)
You can add syncing if you need to adjust pitch on the fly
But there are are lot of other options to ensure keeping things in time on the decks, like smart play, smart cue, clone deck, beat lock and pitch lock
Also for samles. Those can be set to change pitch and loop according to the decks (samples can't be the master, though AFAIK)
So depending on exactly what you need, there are a lot of tools available to look at
