how do I broadcast video and radio on Virtual DJ version 8.3 at the same time?

Try obs studio and send the video to it and then link it through your radio broadcast.

from within the software you can't. when a video stream is active it won't let you start another stream without stopping the video broadcast first.

Sorry I missed that obs should be broadcasting to youtube and then copy/paste the videolink from youtube to your vdjradio broadcast.
There is a place to copy/paste the link in radiosettings.
I have done this several times.
