I’d like to organize my music library by specific bpm range. How do I do it? It seems like the procedure has changed or is the process skin specific?

Why would you enter the same BPM twice ?
Once is enough for the filter to work.
Anyway, back to OP question:
You can use two methods.
The new method is to use "group by" on the filter:
The other "old" way is to use a Virtual Folder to host multiple custom Filter Folders inside
Something like this (don't mind the Greek language :P )
