Does anyone know any programs that can normalize MP3s, I have tried MP3 Gain, but are there any others?

try cool edit pro....there is no sound you can not fix with this program...at least from a d j point of veiw.....also try out right click mp3...it can convert the bit rate from 32 right up to 320....and we only need around 128-160 or so...( 96 is F.M. Radio quality )
