Did you try with Nero WaveEditor?

I haven't used this one, but I've heard it supposed to be good. This software is not free and it's about $100.

This one is a free program, but quite basic.

Did you try to put the field GAIN on AUTO?
It brings about at 0 dB level the sound of any song.

Did, but i still have to touch gain knob on my mixer. always! really don't know why, but it just doesn't work 4 me. When i pre-normalize songs, there is everything ok.

Try Audacity, it is a free download and works well to normalize your tracks to 0db but i think you will have to do one file at a time.
