Where are you trying to buy the samples?
You can load samples on the sampler tab, use the load button on each slot.
Regarding sound FX they should be copied into Documents / VDJ / Plugins / Sound Effects

reguarding the samples, i was trying to download them here on virtual DJ via the download tab >plugins > samples....
