does a USB mixer also work as a soundcard for timecode? like the Numark M1usb? I saw one usb mixer from Numark under the reccomended hardware, but that specific mixer listed is now discontinued by Numark i believe, as i couldn't find it on there site.

No, they will not work well for this purpose. For reliable timecode use with good response (Latency), a proper ASIO capable sound card with at least 4 inputs and 4 outputs is required such as Hercules DJ Trim, Native Instruments Audio 4 DJ, etc.
If the USB card also has inputs (Some don't), then you might be able to use ASIO4ALL to emulate ASIO, but this is just a software emulation, so you will have high latency (Bad for scratching), high CPU usage (Overhead for the software emulation) and possible poor reliability.

RMX has a built-in 4-in/4-out ASIO card and can be used for timecode.
