I've got Windows 7 w audio 4 dj interface box... can't use the keylock very well or the sound pops and scratches. Does anyone know the ideal set up for this interface box?

First off, calm down....LOL...Don't stroke out.
I can't speak for Windows 7, as I still use XP. But I had some of the same noises, and I solved them by disabling my wireless adapter and raising the latency. Go into Settings=>Performances....I played with the preset slider (either halfway, or 1 tick towards fastest worked for me), and adjusted the latency to about 5 ms to drastically reduce the noises, or 11ms got rid of them completely. Again, this is my system, and yours may vary. Just sharing my experience.

and the reason im pissed is because the whole reason i actually bought virtual dj was so i could get support with my issue, and im looking through the forums and no one's question is answered! Then I call tech support and their people answering phone calls barely know the ins and outs of the program. its just frustrating.

With VDJ I have never used keylock even with my Audio 4DJ..it's known this option degrates song performaces.
Anyhow, what is your system (CPU, ram, OS, etc)?

I used to use keylock when I was using
1) a slower, older laptop
2) a PCMCIA sound card
now that I have a much much faster laptop (triple core, 4 gigs of ram) and a much better sound card, I expect everything to work even better.

I am not at my laptop right now, can't post it, but i am getting 100% timecode quality. The only thing is i have to put my pioneer CDJ 1000's on pitch -5 to make the song sound correct.
My settings for the ASIO sound card I didnt touch, they automatically got configured.

I have a mac and I just noticed the same problem...It was driving me nuts especially if i played a house soung at a lower bpm and I noticed when i dont use the keylocks the pops disappear
I have a macbook pro 2.4 ghz dual core processor with 4 gb of Ram and I have my airport off, so this is definitely a keylock software solution

The first is the popping and crackling noises
And the other is that you have to have the pitch on your cdj at -5% for the song to sound at normal speed?
Like somebody else said, I think you need to raise the latency in the ASIO settings for your sound card. I don't have that sound card but my similar one from a different make seems to work well with a latency of 512 samples. That should sort out the crackling. In "performances" in vdj config make sure that latency is set to "auto".
Also, I don't know anything about timecodes, but what timecode CDs are you using? Have you set it to match that in the "vinyl" drop down box in VDJ? I think I've heard that, for example, if you were using vdj timecodes, but had the "vinyl" setting to "serato" then you would get a pitch offset similar to the one you seem to have.
