What is a great cheap table-top controller that has a vinyl/scratch mode and is compatible to Virtual Dj?

Hercules e2 will be the cheapest you can find, but it has no built-in soundcard and won't let you browse through your effects list (which is a necessity for me and any DJ).
I'd say the Numark Mixtrack or Numark Mixtrack Pro. The Pro has a built-in soundcard and allows you to pre-listen. The jogwheels are awesome and it's a pretty solid controller. Then you also have the Hercules DJ Control Air, the Hercules MK2 and the Hercules RMX.
Read up on those I mentioned, and you should be good to go. Those are pretty much the cheapest you'll find.

Have the mk4 (hercules) and the mtp go with the mtp if you larger hands or start with the mk4 and it has a built in soundcard

Hercules MP3e2, MK4 and RMX don't have touch-sensitive jogwheels, so are not ideal for scratching.
Numark MixTrack and MixTrack Pro have touch-sensitive jogwheels and aren't too expensive, so would probably be your best option.
Also, the new Hercules DJ 4Set and 4-Mx have touch-sensitive jogwheels.
