I have a numark icdmix2.....Can this be used with the Virtual DJ software?

That depends what you mean by "used with"...

It can't be used as a controller or an audio interface because it doesn't have a USB connection.

You could plug the audio output of your computer into the mixer and play music from VDJ through the mixer that way, but that's about it.
 

It can't be used to control VirtualDJ using timecode either because it doesn't have separate line outputs for each deck to send the timecode signal to VirtualDJ.

It's designed for stand-alone use for playing CD's. However, it does have two line inputs, so you could use it as hardware mixer for VirtualDJ alongside another MIDI controller to control the decks in VirtualDJ, e.g: Numark or ION DJ2GO. For separate deck outputs, you would need a multi-channel DJ sound card such as Numark DJIO.
