i have a hercules controller with the $49 licence. I'm looking to upgrade the controller to something similar. if i purchase another controller that uses the same price licence, do i have to buy a whole new license. also if i use a more expensive license do i pay the difference or a whole new license?

As announced there is no upgrade path any longer. So if you buy a Controller based license and buy a different one in the future you need to buy a new license for the full price. Also there is no upgrade path to our Professional version so - yes - you need to pay the full price.
