Question, does V8 apply the limiter on the headphone output? When I turn my headphone volume up it fluctuates , not sure if it's my equipment or the software It does not do this in V7 which tends to make me think it's something in V8

It's possible. But I don't know it for sure.
What I know is, that V8 uses more than 1 limiter. AFAIK it is using one on and for each deck and a master limiter.
So you will probably hit a deck limiter.
You could try to set the headphonesGain in the settings to a lower level.
