Can a button or graphic be placed on top of video in the skin? It seems that no matter where I put the button in the xml, the video is always on top layer.

Make sure the button is after the <video> element and you should be ok.

Check on the FOCUS ver 8 skin. A bunch of buttons and sliders are on top of the Video Outputs, so definitely its possible.
