Looks like a panel of extra custom buttons. Doesn't appear to be in the current default 2 deck skin.
The skins were modified when pad mode was introduced in 8.2 so this may have been a feature previously although I don't specifically remember it.

Looking very closely, it looks like an 8.2 pad modification to the old 8.1 skin. Who's done it, if it's been uploaded, what it's called - not a clue.
EDIT - OK I just checked the video. It's been uploaded by "Brandon from Virtual DJ" so I reckon this is an unreleased early 8.2 skin.
