will buying my controller license enable me to download all skins and effects?

Not all of them. When a skin or effect is uploaded it's up to the author to decide which license level the plugin is available for.

Only a Pro license or subscription gives you access to everything.

If you go to the skins page for example any restrictions will be highlighted on the page as below:
