I own a WeGo4 and VirtualDj 8.2

How do I change the FX1, FX2 and FX3 strengths

So, I can click the FX button and move the mouse to modify the strength.
But is it possible from the controller?
 
Out of the box, NO. Pioneer wanted these buttons to act as simple "on/off" buttons and didn't want to give any other FX handling options on the controller itself.

You can however change the mapping of the jog wheel so that it could control the effect strength when an effect is active.

So, you can remap two elements on your mapper like this:
<map value="JOG" action="effect_active 1 ? effect_slider 1 1 : effect_active 2 ? effect_slider 2 1 : effect_active 3 ? effect_slider 3 1 : touchwheel" />
<map value="JOG_TOUCH" action="effect_active 1 ? nothing : effect_active 2 ? nothing : effect_active 3 ? nothing : touchwheel_touch" />
