in the native text plugin not as far as I can see.
if you're on a pc use the TellyVisuals plugin for scrolling text. MUCH more versatile

The only way I've seen is by changing the size of the scrolling text, larger text scrolls slower, smaller text scrolls faster.

the scrolling text in TellyVisuals can go at a slow crawl up to a very fast scroll. can be set to user preference
