edit 2: just figured it out, clicked this double down arrows above the circled area. they are not on my laptop so that doesn't solve that issue.
On my laptop in the same area. it just has a dropdown list with musical keys, it doesn't seem to work the same. How do I get the lock on my laptop?

That does the opposite of what I want, I should clarify though, what I want this for is to able raise/lower the song pitch, and then lock the pitch, then alter the tempo, that's what I've been able to do with this lock icon.

The dropdown and the +/- are both key change by semi-tones (which also changes the pitch, yes), so they should be the same
