I was trying to answer a CDJ3000 question in the FB group, and looked up the CDJ 3000 hot cue mapping
The hot cues can be toggled between hot cues and stems mode, and also do sample play, but it has been done by directly mapping the 8 hot cue buttons
That surprised me a bit
What's the reason for it not being mapped to pad 1-8 and then having the toggle switch pad pages?
I think that would be easier for people to build on if they want other hot cue/pads functionality

The firmware of the device. Same rule applies for CDJ-2000NXS2.
Main reason, is that the colors of the buttons derive directly from the colors of hotcues on CDJ DISPLAY.
So, if you want "HOT A" to blink between red and blue, you have to blink the color of the hotcue 1 on the CDJ display itself.
Blinking the color on the display is not straight forward too. You don't just change the color of a LED. Instead you send the data packets regarding ALL hotcues, again and again.
So, the CDJ-3000 and CDJ2000NXS2 mappers, provide some internal hacking to allow users to use stems instead of hotcues. That hacking is somehow complex enough and it's done internally on the software.
It also stretches what can be done with those devices and their current firmware a lot.
So, taking this a step further to provide full "pads" support is a valid wish that is almost impossible to implement correctly.

If you wanted to, it's probably not that hard to remap PAD_x_LED to simply 'pad_color x' and in the hot cue buttons change 'sampler_pad x' to a general 'pad x'
