I'm with Loco on this, they should have their own names.
Can someone tell me if this should work or if I'm misunderstanding:

Because right now I'm constantly getting the new/default effect for both of these commands. But weirdly a few minutes ago the legacy effect showed up a few times when clicking it... I have no idea what's going. I can see the list change in the UI but the wrong Reverb effect opens.

both of the above scripts work, as expected for me, always setting the list correctly, either Legacy or Default.
Note: one can see the "List change", (for about 1 sec), when the list changes, the updated, list name is displayed, then reverts back to displaying the FX effect name.
And also note, that the above scripts are not selecting the FX Effect (Reverb) for slot 1, nor it is it activating the FX effect, and assume that is your intention.
(it is only opening the GUI for the effect, you are choosing, of slot 1)
also note: you are only changing/setting, the FX effect list, of 'slot 1'.
