it's called key lock , and its over the browser under each indivisual deck, to make it act like master tempo u have to lock it at 0 pitch on each indivisual deck

how do i know how much percent im slowing down or speeding up the pitch and why doent v4 allow you to skip half beats, a simple feature i have asked for for a very long time

that depends on whats included in the skin you can find 4 skins for version 4 already in the skins section that include pitch%
