After plugging my S-Video into the back of my laptop, I go to config>Video>video output
and then look for my Video driver on the pull down menu. Sometimes it's there, sometimes not.
What steps am I missing?

Need to have everything hooked up before you power on the laptop. Most laptops do the recognition during boot and provide the 2nd video IF it is hooked up.

Do like Chris said first and if that doesn't do it, click start, control panel, display, settings and select "extend my desktop" and that should activate the second output.
